Why is it that the Atom can't control the start and end parameters in Impact and Sampleone. Wouldn't make sense for a controller that does this much to have something so small yet major in music making?

This is a very good request. Interestingly you can actually map the 4 rotary knobs to any parameter within Impact XT or Sample One XT except the sample start and end points. Might be a good FR I think. You wanting Push type control ability over a sample.
