I have a problem a stem beam covering up a rest. How can I break the beam, force the stems up, or move the rest up between the note heads?

Grab the rest and move it, if you're on the desktop version. I don't have IOS version, so not sure if it's that easy.

You can use the beaming tool (shift B) to split the beam. A matter of taste?

Forcing the stems up doesn't work too well. You can grab the beam and move it up, but if it moves up high enough it flips the notes and makes a right mess.

(Note, I realized after posting that the OP was asking about Progression. I have responded thinking he was asking about Notion. Sorry! Not sure if this will work in Progression! :oops:)
