We have the StudioLive 24.4.2 board. We want to make a simple connection from the StudioLive to a microphone input on the PC. We plan on using Audacity for our recording and we are only interested in recording the main outs. Can I use the tape outs to do that since I believe the main outs pass thru the tape outs? Also, are the tape outs line level? and would they cause damage to the microphone input on the PC ?

You can do that but only at very very low levels and there's a real risk of damaging the mic input. Note that the level of the tape output does not come down with the little main trim pot on the back of the mixer either.

The best way forward is to use a passive stereo DI box inbetween. That will adjust level and impedance and also provide ground loop isolation. Or go crazy and try to get that firewire connection going! ;)
