Does the PreSonus Quantum interface only work with Apple Thunderbolt? I have a Dell Precision mobile workstation (PC) that has a thunderbolt port and I'm curious as to whether it will work with that PC.

No any Thunderbolt 2
Most Non-Apple computers have Thunderbolt 3 on them so you would have to buy a Startech TB 3-2 interface cable. ~$70
