You can't move lyrics with the mouse (or a trackpad), but you probably can cut, copy, and paste lyrics, although if this is possible, then it's not very intuitive . . .
There was a post about this--probably several different topics--and a quick read of the NOTION User Guide suggests there might be a way to do this . . .
I did a quick forum search and found a relevant discussion about moving lyrics . . .

It's early in the morning for me, which generally maps to no adult supervision until I enjoy a few cups of very strong coffee, so I wrote some flocking lyrics . . .
From this experiment, I gleaned a few practical rules, primary of which is that you need to do this in "Pages Across" or "Pages Down" viewing mode, since it doesn't work and looks messy in "Continuous" view:
(1) Keep a copy of the lyrics in a Text file . . .
(2) Select the measures--combination of partial beginning and ending measures with full measures in-between, if desired--for which you want to add a single line of lyrics . . .
(3) Copy the single line of lyrics from the Text file . . .
(4) Do a selective lyric paste to the specific line of lyrics for the selected partial and full measures
(5) Repeat (1) to (5) if there are more lyrics, pasting to the respective lines and measures (partial or full measures), of course . . .
If you need to change only a few words of the lyrics, then click on each word and change it by typing the replacement word . . .
MOVING OR CHANGING A LOT OF LYRICS
(1) Make a copy of the score, and give it a different name . . .
(2) Switch to the new copy and delete all the lyrics, or relevant sections of all the lyrics . . .
(3) Using the lyrics stored in the Text file copy the lyrics using the same strategy already explained (see above) . . .
Based on my experiments, I see no problems managing and editing lyrics when you follow these simple rules and practices . . .
The key is to have a copy of the lyrics in a Text file, since the Mac OS X Clipboard works nicely with TextEdit and NOTION when you copy from TextEdit to the Clipboard and then copy from the Clipboard to NOTION . . .
Otherwise, it appears that the NOTON Clipboard format for lyrics is proprietary or strange in some way that makes it impractical to use for managing and editing lyrics . . .
Keeping a copy of the lyrics in a Text file is a good practice; and the worst case scenario is that if you make significant changes to the lyrics and melody, then make a copy of the music notation in a separate score; select and delete all the lyrics; and start anew in the copy score, which becomes the original store after you save and do some file-moving and archiving . . .
If you are doing this on the Mac, then my perspective is that it works nicely when you do the "Text and Score" strategy rather than attempting to do everything related to lyrics solely in the score . . .

P. S. I hear music in my mind--literally and physically--so all I need is the lyrics in a Text file when I am ready to sing the lyrics and melody . . .
If I am doing a melody or harmony line with Realivox Blue (RealiTone), then the lyrics for her to sing are stored as phrases of phonemes in the instance of the VSTi virtual instrument . . .
Most of the time--if not all the time--I usually do not include the actual vocal melody and harmonies in the NOTION score for a song, with the exception of the music notation and phonemes for Realivox Blue when she is singing something, which I consider to be a small price to pay for having a fabulous female soprano who when the phonemes are carefully selected sounds remarkably human . . .
This is the only exception that comes to mind, and it's the first complete song I did in NOTION back in 2010 when I switched to music notation and virtual instruments due to not being able to play Flamenco drum kit patterns . . .
[NOTE: It's a song about Maria the Moonchild and Paul the Firecracker; and half of the lyrics are in Spanish, at least according to what Google Translate suggests is "Spanish". In the video during the custom designed 36-beat Flamenco rhythm pattern, I plan to do an interpretive dance and mime reinactment of the Mayan story of "The Creation of the World", while wearing a Venetian mask, Spandex tights, an Impressive codpiece, and fluffy bunny slippers, all the while juggling unshucked ears of corn. I have not decided on a top, yet; but it should be something which goes nicely with a surrealistically large Elvis-style pompadour wig. The theme of the song is that "it's not so much what it is as what it isn't". The full title of the song is "María de la Luna y Pablito el Petardo (No Es Tanto Lo Que Es Como Lo Que No Es)" . . . ]

For reference, this song was inspired by one of David Bisbal's hit songs, which clearly demonstrates that here in the sound isolation studio David Bisbal is the greatest tenor since Elvis, who as we know was the greatest operatic tenor of the 20th century. Elvis had incredible natural vibrato and melodic breathing skills, which were simply amazing . . .
