How to create own tehcniques for instrument? And how use not supported techniques.

How can I create own techniques? Inside RuleEditor I can choose user techniques, but this is empty.

Another question is how can I use techniques like Pizz. Arco etc.. for not supported instrumnets? I have midi which control string instrument, and use Pizz, but I cant because midi dont have any technique. How can I add technique to the midi?
PreSonus software : Studio One 6 Pro, Notion 3
PreSonus hardware: Studio 24c
Other hw: midi keyboard Novation LAUNCHKEY61
PC: Win11, i7-12700K, 32 gb ram, Nvidia RTX, HDD : 1TB SSD WD, 2TB WD

I need doits and drops and other jazz articulations. I see if I change my instrument to jazz alto sax I get some of these, but most of the time I'm using VST instruments, so don't have them available.
