Can't control input Mic volume on USB 96 - Windows 7

I'm feeding a mic line into the number 1 input on a USB 96 box.
I've got the input control at full "off" position, and I've still got too much level (clipping occurs).
Can't get it to zero or even near it.
Why is this not controlable?
