In my studio one software it only allows me to edit the volume by intervals of .6 when grabbing and pulling (For example: 13.0 could go to 13.6 or 12.4 but nowhere in between). I want the intervals to be way more precise so intervals of .1 How would i do that?

Try holding the Shift key and use your mouse to adjust. This will give you finer control of the fader.
