Despite switching off this option when creating a song, any audio track I create appears to have time stretching switched on. So a couple of questions:

1. Can this be switched off by default?
2. If not, is this actually doing anything unless I stretch something i.e. is it a background process eating CPU power unnecessarily and messing up my transients?

Not sure why you would want to turn it off but unless the event has been stretched, transients detected and moved, it does not cost much of anything on CPU cycles.
You can select all your tracks and then set don't follow in the inspector.
