Just posting for posterity in case it's useful for others. New computer here, Intel 14900k, Nvidia 4090, new install of Windows 11. I was seeing sluggish, jerky fader movement during any playback of audio and some plugins were causing additional GUI sluggishness (notably Softube, but some others as well). When I moved faders they moved in jerky, laggy jumps and the audio jumped as well making fine control impossible.

After re-installing drivers, adjusting OpenGL settings, and a bunch of system changes I finally resolved it by changing the monitor refresh setting from 60Hz to 144Hz. I'm using a pair of 32 inch 4k monitors that support 144Hz.

Not sure why monitor refresh settings were causing the GUI to be jerky and slow, or how it got set to 60Hz, but changing that fixed my GUI symptoms.
