This fully depends on the instrument. Some sounds respond to velocity, some do not (such as organ or many synths).
In Mai Tai oder Presence you can use the routing matrix to decide how velocity should affect the sound (volume, filter, attack time etc.)

Happens a lot. Even off different patches on the same instrument. It will depend on the presets and how they handle velocity, or if they just stay maxed, like organ notes as Jazzundso mentions. So you could opt to ramp with volume as a CC or ramp, rendering to audio automation.
Trips me up at times as well.👍
