Can't get cursor arrowhead to scoll track window or edit window

I know it's maybe a silly question, but how can I get the cursor to grab and scroll the track and edit windows without having to use the scroll bar at the bottom of the page?

I've searched seemingly all options, but I can't find the way to do it.

Hold <shift> and then use the scroll wheel?

Grab the timeline, if you move up and down it's zoom in and out then left and right to move the timeline.
