I sure hope there is no head-slappingly obvious answer to why the Listen Bus has the 2 separate areas for placing plugins, since none of them (as I understand it) are included in a mixdown anyway. I use the Listen Bus for Reference 4 and one of the Waves Nx plugs (Abbey Road or Oceanway) and haven’t figured a reason for placing them in one slot over another.

From what limited use of it I know of and on YouTube, you're right.
There's a video of Gregor using it with a plug and mic for room EQ.

Good catch on the video, and I saw one of the comments asking why Gregor put Sonarworks on the Post versus Insert, but Gregor did not respond. I suspect there is no difference, and further think Presonus simply copied the 2 slots from the main out, without considering that for the Listen Bus there is no difference.

No real solid reason that I can think of other than congruity.
I keep sonarworks on prefader because I use the fader to compensate for the added gain. The only reason I can think of is that if you use it as a solo bus, you can adjust the gain before it hits a spectrum analyzer to sort of scale it.
