First attempt at mastering in Studio One 3. The manual says the first step is to select "Create New Project" from Start page or from the File menu. It simply is not there.
Any advice will be appreciated.

I do not believe Projects are included in Artist.

Concur. You'll need the Professional version.

Just to say that you don't need the project page to master anything. You can master a track or tracks in the normal view. Just mixdown each song to a single file than start a new song and load each mixdown into a new audio track and master away. Obviously if you need to tweak anything in the mix you need to go back to the original song but that should be rare if your mix is good. Mastering should really be a completely separate activity anyway. If you are using something like Oxone 9 then use the standalone version if you have it.

If your just starting out with mastering your music, check out "The Mastering Show Podcast" (on soundcloud). Show #12 is interesting, talks about if you have a great mix, you may not need to master.

As others have said, the project page is only available in Professional versions of Studio One.
That being said, its more of nice-to-have convenience than a necessity for mastering.
Start a new song, import your bounced down mix and proceed with processing.
