Mastering with FabFilter L2

So I've tried this two ways, I've put the plugin on the insert and also on the master (mastering page) and I get the same result.
I set the output to -3.2 in the plugin
It only peaks at 6.5 according to the plugin
BUT when I update the loudness it show 2.7,,,
If I increase the gain on the plugin, the TP in Studio One is off the charts.
Shouldn't it be showing me the TP after the plugin?
Is there a setting I'm missing

I've found using the lookahead (i.e. setting it) to be essential in getting Fabfilter's limiters to work as expected (I have both Pro-L & Pro-L2); without this it doesn't limit how you might expect it to. Using both oversampling and true peak limiting may also help.
